2.3.2 Infrastructure Zones

Overview
Infrastructure on and around Section 1252 (the condominium / units plan area) is concentrated in utility corridors, service easements, and plant / switchboard sites. Recreational easements over common property do not apply to land that contains reasonably necessary service infrastructure (electricity, telephone, water, sewerage and similar) or the area needed to install and maintain it (Act Schedule 3, clause 1).
Utility Corridors
Easement Requirements
- Service easements benefit created section 1252 and burden created section 1255 for sewerage, water supply and electricity in terms of Schedule 3, Part B to the Law of Property Act 2000 (Act s 12).
- Works on or adjacent to any easement must be carried out to the requirements of the relevant service authority (Development Permit DP04/0022 / Schedule 6, Condition 9).
- Recreational use of common property must not damage or pollute service infrastructure (Act Schedule 3, clause 2).
Access Provisions
- Body corporate authorised agents may enter units for inspection, maintenance and statutory duties on reasonable notice, or without notice in an emergency (Articles 2.1–2.2).
- Isolation and access points for water reticulation (central distribution box, Unit #17 isolation, western easement valves) are described in 3.1.4 Reticulation.
- Power distribution boards and switchboards are described in 3.3.1 Grid.
Maintenance Requirements
- Proprietors maintain their own unit structures; corporation maintains insured / common systems per Articles 4 and common-property rules (Articles 9).
- Water, sewer and power plant maintenance is coordinated through estate management — see 1.4 Contact Information and infrastructure sections 3.1–3.3.
Development Restrictions
- Schedule 5 exceptions allow construction, alteration, repair and maintenance of facilities for reticulation of water, sewage, gas, electricity and telecommunications (other than mobile towers without consent), stormwater drains and roads without being prevented by the planning instrument (Schedule 5, clause 4).
- Mobile telephone towers, aerials or masts require consent (Schedule 5, clause 23).
Safety Considerations
- Keep clearances around switchboards, pump sheds, chlorine dosing plant and sewer pump stations.

Access and Operational Needs
- Service vehicles require clear driveway and easement access; do not park on common property without Corporation consent (Articles 9.3).
- Plant areas should remain fenced or otherwise controlled where hazardous chemicals or electrical equipment are present.
Safety Zones
- Waste water and septic facilities must be sited at least 100 m from the full supply level of the lake, or outside its catchment, and designed so no effluent flows into the lake (Schedule 5, clauses 9–13).
- No discharge of sewage, waste or fertiliser into Lake Bennett from a unit (Articles 6).
